The current U.S. strategy demands deployment of forces to every region of the world for Military Operations Other Than War(MOOTW). Effective Rules Of Engagement (ROE) for these forces is essential to maintaining legitimacy and thereby assuring the perseverance to attain national objectives. Three areas that affect ROE are examined: legal, political, and military. How these factors affect Standing ROE and supplemental measures of MOOTW is analyzed.
