The dissolution of the Soviet Union and Warsaw Pact marked the end of the 45 year Cold War period. Since that time, the U.S. military forces have been employed in a number of Operations Other Than War (OOTW). This study examines the resources that were applied to these operations by U.S. and allied military forces as well as the other agencies such as the United Nations, International Organizations, Non-Governmental Organizations, and Private Voluntary Organizations. The effort also identifies non-U.S. military resources that could be employed in future operations. It also analyzes the experience gained during recent peacekeeping, peace enforcement, and humanitarian relief operations, and identifies a number of key findings and proposes specific recommendations to minimize the adverse impact that these operations could have on the readiness of active military forces.
