Abstract

HEAT (Headquarters Effectiveness Assessment Tool) was developed in 1982 by Defense Systems, Inc. to meet the need for achieving reliable valid measures of the performance of C2 systems. This handbook describes HEAT, its underlying rationale, and the procedures required to apply it to the Maneuver Control System (MCS).
