This short article depicts the transferal of military C2 concepts and their application to the civilian sector. As such, this application (the Global Operations Control Center, or GOCC) represents an independent, marketplace validation of many of the theories, models, and systems developed to support military C2. The article describes the three components of the project: a hardware and software system designed to supply decision makers with current operational and weather information, a situation display that shows FAA information on active aircraft, and a real-time simulator for modeling the effect of decisions on aircraft and airport operations.
