Abstract

A very early attempt to describe the current-era interaction of technology and C2, this paper describes how initial attempts to apply control and organizational management theories foundered on the rocks of fragmentary implementation and sponsorship. Included are basic sketches of C2, some simple but effective diagrams of decision processes, and a review of recent Navy efforts in the C3 arena (participation in WWMCCS and TRI-TAC, creation of the Naval Communications Processing and Routing System [NAVCOMPARS] and establishment of the Fleet Command Support Center [FCSC] and Tactical Flag Command Centers [TFCCs]). The author makes a case for the `consolidation of C3 management in OPNAV' and the creation of a C2 subspecialty within the Navy to provide professional training in C3 management. A short reference list is appended.
