In addressing strategy (as well as tactics and operational art), Luttwak deals with a number of important issues pertaining to C2: decision making, the effects of technology on warfare, the nature and value of surprise, patterns of logical and paradoxical strategy as applied to nuclear strategy. Three appendices (Definitions of Strategy, The Soviet Army: A Note, NATO, the Soviet Army, and Other Warsaw Pact Armies: Terms of Comparison) and a bibliography are included.
