Abstract

This volume contains the material necessary to conduct an application of ACCES, a C2 effectiveness-measurement methodology, during a division-level command post exercise. It includes a program for training data collectors and data analysts, a guide for data analysis, a comprehensive listing and explanation of ACCES variables, and a set of forms for the collection of data. The overview and the training materials themselves provide a detailed introduction to ACCES, but the student of methodological development is referred to Dr. Stanley Halpin's paper on the ACCES model and its development. ACCES has been applied to dozens of Army division- and corps-level exercises, and has been adapted for value-added testing of C4I equipment by the Army's Operational Test and Evaluation Command and other defense agencies and offices. It is one of the few integrated programs for exploring measures of effectiveness for higher-level command and control.
