Abstract

Peace operations (peacekeeping, peace enforcement, peace imposition) are becoming a more and more common part of US military activity. Alberts and Hayes address an often-overlooked aspect of peace operations C2: the overarching structure of connections, not just within the peacekeeping force, but between the peacekeepers and the participants, both belligerent and humanitarian. Drawing on the C2 and peace operations literatures, observation and analysis of recent peace operations involving the US, and their participation in peace operations workshops (see entries under Center for Advanced Command Concepts and Technology), the authors outline and assess alternative command arrangements (C3 relationships of US, coalition, hostile, friendly, neutral, humanitarian, and combatant players) and suggest guidelines for future US peace operations involvement.
