Abstract

This issue of Strategic Forum summarizes the development of the mission capability package (MCP) concept. A product of the Center for Advanced Command Concepts and Technology (ACT), with the assistance of other defense-related offices and agencies, the MCP concept seeks to provide force packages with tailored, advanced-technology elements for a variety of US military needs around the world, in an era of limited budgets and rapid change. Alberts describes the forces for change, the development of the MCP concept, and (in greatest detail) the process of designing and implementing an MCP and its unique ability to address issues involving C2, IW, and technology insertion.
