Abstract

This report, part of a program undertaken for the Defense Communications Agency, seeks to: create a coherent C2 theory, define a C2 evaluation system and variables for C2 modeling, compare the theory propounded with experimental results so as to evaluate the theory itself. It contains an introduction to C2 theory, a description of C2 theory elements (environment, control theory and cycles, information transformation, nondominant countermeasures, time and network capacity, dynamic adjustments, and AI parallels), discussion of variables, and a section on C2 testing itself (design of experiments and estimates of causal influence). It concludes that impacts may be traced from C2 attributes to C2 performance and effectiveness and force effectiveness and that C2 may be compared to other force effectiveness factors.
