This collection of papers and abstracts represents an early effort to comprehensively systematize and define the multi-disciplinary social scientific approach to understanding and quantifying command and control. It contains an executive summary, plenary session, three workshops, an application session and three appendices. The section on the plenary session contains the keynote address and six papers. The first workshop section, that on methodology and analytical approaches, contains three papers. The second workshop (operational measurement) contains one paper and two abstracts, while the third workshop (organizational considerations) consists of two abstracts only. The application session contains three abstracts. The appendices present the workshop guideline, a list of participants, and biographies of the principle attendees. Among the presenters were active or retired members of the Air Force, the Navy, and the Army; a Soviet view of C2 was described. Topics addressed in workshops included: C2 systems theory, measures of C2 system utility, and C2 systems modeling (workshop 1); state-of-the-art operational measurement, testing limitations, C2 system development, and the initiatives and coordination of Service C2 evaluation efforts (workshop 2); quantitative assessment of C2 systems' organization, C2 organization evolution and evaluation, decision making behavior, and organizational research and analysis projects (workshop 3). Some papers and abstracts have a select list of references.
